[FEATURE REQUEST] Add capability for 12-km simulations

Native-resolution GEOS-FP met fields are now available at 12-km resolution. We plan to evaluate the use of these in the IMI.

This capability has been added into a GEOS-Chem in a draft PR (see geoschem/geos-chem#1980) and has been validated by Xiaolin Wang.

@laestrada Did we want to include this in IMI 2.0? If so I can do a final check on the above PR and mark it ready for review.
