I just downloaded PHPStorm to work with this. There is no Utility tab. I tried googling "Utility Tab" but got nothing.

Where do I find. "Configure PHPStorm. Please add an X on my screen dump.

Utility tab is Local, not in PhpStorm.
But you are right, the instruction is unclear.
