When use concept in the spec, it should show as an expandable step and should be able to see the steps of that concept #23

Steps:

In a spec file type a concept heading as a step
Generate the spectacle document
Open it in browser

Actual: Concept will be just showing as step, cannot see the inside steps

Expected: Should be able to see underline steps of the concept
