Remove [+ New Article] button from header in publication view

Is your feature request related to a problem? Please describe.
There is a [+ New Article] button in the header. This is problematic because:

1. It is redundant as there is another duplicate button on the page in the articles section
2. It displaces the address and profile image of the logged in user, creating an inconsistent UX.

Describe the solution you'd like
Remove [+ New Article] button from header on the publication view.

Describe alternatives you've considered
An alternate could be to switch the location of the user details, although this only addresses point (2) from above.
