Describe the bug
The site currently says you can have up to 5 tags, which is enforced during publication creation. But when you edit the publication in "Settings," you can add more than 5 tags.

To Reproduce

  1. Go to a publication and choose "Settings"
  2. Add 50 million tags.

Expected behavior
Blocked from adding a 6th tag.

@juliopavila do you know if there's a technical reason we actually want to limit the tags? From a design perspective, I can imagine a post that hypothetically has 20 tags would be an eyesore, but if that's what the user wants, I don't think we really need to cap it at all. This would potentially just make this issue a matter of copy changing (removing the text that specifies up to 5 tags"
