x/tools/gopls/internal/telemetry/cmd/stacks: more automation

Needed improvements to stacks command:

• Permit anchoring to avoid spurious matches of pattern "foo:+12" by text "foo:+123" (see stacks predicate in x/tools/gopls: "unexpected files in command-line-arguments package" bug (via telemetry) #64557 for an example).
• Automatically reopen issues that reappear in a release that purported to fix them.
