Do not output extra key headers with no values within:

[tool]

[tool.item]
key = 1

Instead just write:

[tool.item]
key = 1

Also I think std.manifestToml should be an alias to Ex with no spaces: manifestToml(value):: std.manifestTomlEx(value, ''),
