Update order of Taiwan's Subdivision (City/County)

Hi, thank for creating such an convenient tool for many to use!! It sure is very helpful in making our lives easier. Just popping in to contribute some feedback I received.

Order of Taiwan's subdivision (City/County) should be set base on the geological location to reflect general user's expectations. Currently it's set base on alphabetical order.

The expectation of the listing should be from North to South, West to East, in a counter-clock reading pattern.
