Technical Charter and the LGPL license on the repo

For previous discussions, see #1657

Woju thinks there is no need to modify the Charter because it has Section 7.3 which has the exception clause. Woju says that 2/3 of the maintainers can vote, e.g. during a Gramine meeting, to have a blank exception on the CI-Examples/ directory. This decision will go into the meeting notes, and that becomes the proof of the vote and of this particular exception. After that, we can continue with merging #1657

TODO: Woju will write an official "proposal for voting" for all Gramine maintainers.
