Selectively not rendering access=destination dotting on highway=primary/trunk/motorway is confusing #5024

One thing i noticed during testing of #4952 was that our current practice of not rendering the restricted signature (dotting) on highway=primary/trunk/motorway is somewhat confusing.

This was probably introduced because access=destination does not make much sense for highway=primary/trunk/motorway. But this is a bit inconsistent in principle and therefore confusing - and with the extended interpretation we have now even more so.

I think we should extend display of the restricted signature (dotting) to highway=primary/trunk/motorway.

Agree with this. Interpreting more access tags is likely to highlight some weird / incorrect tagging, but only if the "outcome" of tag interpretation is shown.
