Scream loudly when something breaks

We often end up noticing that bors has been sitting silently after claiming to be testing some new PR; it turns out that if the commit author doesn't match the github account email (or the if the github account doesn't have an email) then bors decides to sulk quietly instead of telling anybody about the problem.
