Using this on a Spree 2.3.2 store, I can't see promotion Actions in the admin. I can choose GTE/LTE and Taxon string in Rules, but can't select an appropriate action. Do I need to add something to my Spree Initializer?

Not sure...I went from 2.1 to 2.4, and didn't test on 2.3. I don't think that part of the code changed too much, though, so not sure what might be happening.
