Neither the Forge nor Neoforge versions of these mods work for me. I am running Windows 10 with Minecraft Java 1.21.1 and Optifine HD J1_pre10 Ultra. I do not have any versions of Forge installed. I manually installed the NeoForge version first. When that did not work, I added the Forge version to my mods folder. When neither worked, I tried using only the Forge version. Neither has any effect on my game whatsoever.

The game minimizes once clicked out of, whether in singleplayer, multiplayer, or the menu. I cannot move a miniplayer over the application window, nor can I even get the Windows start menu to appear above Minecraft - even that will minimize it. Task manager also minimizes the Minecraft application.

Windowed mode works as designed, no problems there. Right now all this mod is doing for me is taking up storage space.

This lack of function occurs whether I use F11 or the in game settings for Fullscreen. Restarting the game has no effect. This isn't even really a bug as the program is not performing its primary function in the first place.

For what it's worth, I have also tried the application here but that does not work for me either.
