Restricted label needs to be visible to submitter

Restricted label added by editor is not visible to submission owner. Restricted labels showing status of proposal like 'shortlisted', 'awaiting review' require editors to email the submitter to notify them about it.

To ensure that submitter knows the labels assigned by editor, show restricted labels to submitters and project editors

Optional flag of private or public for label was considered. In the future if use cases other the above arrive, this can be looked into.
