Under

image_uri: Use this parameter to specify the URI of a Vault [Azure Managed Image] (https://docs.microsoft.com/en-us/azure/virtual-machines/linux/build-image-with-packer) to deploy on each server in the cluster. You should install Vault in this image using the scripts in the install-vault module.
