Update to the latest version of Docker [2 XMR]

Running the haveno-ts tests with the latest version of docker fails with the error: Http response at 400 or 500 level, http status code: 503.

The issue is resolved by using an earlier version of docker, 4.26.1.

This issue requests updating to the latest version of docker.

Resolved by @mainnet-pat in haveno-dex/haveno-ts#315, by updating the instructions to use envoy separately from docker and adding local envoy config.
