TouCans power cycling relay

A new relay was added to the rig. The ground line of the TouCans power supply was routed through the 'normally closed' side of the relay. main.py was modified so that when a capital 'P' is sent to the manual cw app, the relay is fired for the length of 8 dots, and then opened back up. The effect is that the power of TouCans is cycled. I'll include at least an audio demo below. I'll also add a schematic.
