Problem Description

Micrometer introduced some breaking changes between 1.11.3 and 1.13.3 that could be mitigated (temporarily) by using a bridge library.

PR #9225 updated the Micrometer release to 1.13.3 and used the bridge library. (See https://github.com/micrometer-metrics/micrometer/wiki/1.13-Migration-Guide)

This issue represents the need to stop using the bridge library and make whatever changes in Helidon are needed, possibly including breaking changes, to adopt the latest Micrometer release.
