Deployment of the StakelessGaugeCheckpointer contract. It automates the process of performing checkpoints to stakeless root gauges.
Replaces the StakelessGaugeCheckpointer V1, adding compatibility for paid gauges outside the Arbitrum network (e.g. Avalanche) in a more generic and future-proof way.
