Deployment of the WeightedPoolFactory, which allows creating Weighted Pools which include a number of improvements, including:

• Optimized FixedPoint.powDown for cheaper swaps in common token weight ratios.
• Paying protocol fees in BPT.
• Awareness of yield-bearing tokens.
