usb_cam is giving me VIDIOC_S_FMT error 22, despite both cameras working in either Cheese and guvcview, and continuing to work fine in our 18.04 partition. The behavior changes occasionally after rebooting. Sometimes one (but never both) of the cameras will come up successfully. I've checked that the same uvcvideo quirks values are applied in both partitions.

Have the cameras been tested with Ubuntu 20.04/Noetic? I don't see anything that would make me think this is usb_cam's fault, but I'm also not sure what other configuration might be causing this...

When testing with all three cameras, the starts lagging really badly. We identified that the process uvcdynctrl was using 100% CPU, and writing hundreds gigabytes of data to its log file. We haven't tested if this is also an issue in ubuntu 18

This seems to be a known issue with that process: https://bugs.launchpad.net/ubuntu/+source/libwebcam/+bug/811604
