hci effect run gathers a bunch of context from the environment. This is convenient, but in some cases, all you need is to run a small thing that doesn't need all that information to be gathered.

Specifically, this is useful users who just want to test some fairly uncomplicated thing (I/O wise), such as srid/haskell-flake#25
