pipelines:info should infer pipeline from cwd #20

Running heroku pipelines:info in a directory that is already associated with an app currently yields a

$ heroku pipelines:info
 ▸    Missing argument: PIPELINE

We could use the GET /apps/:id/pipeline-couplings endpoint to resolve the pipeline:id and then obtain information about the pipeline.
