validate transactions in the Stacks node and API #2

When a transaction is submitted to the network by a test, we should be able to:

Monitor transaction status in the API mempool
See transaction confirmation in a Stacks block
Validate transaction is accepted and not rejected

This will help us determine if a test is successful.
