[Feature] Option to lock fluid output hatches to a set fluid

A feature like this was implemented in GT5, it locked the fluid output hatches to a set fluid after a recipe was ran, it will be useful for automating recipes with multiple outputs with the LCR for example

not sure its possible on my side. in fact, i can but it should be done in GTCE. otherwise, on my side, I will have to rewrite the most part of GTCE.
