Describe the feature you'd like and what it will do

API Keys provide a more secure way for data loaders such as the SDL to stream data into HydroServer without needing to store a username and password. API Keys generated for data loading could be automatically generated and managed so the owner doesn't need to manually update their API Key permissions anytime they add a new data source to a data loader.

Why is this feature important?

While developers may want to customize API Keys, setting up API Keys used for data loading should be more straightforward. Providing a way to automatically generate their rules will encourage people to use them instead of a username and password.
