What problem does this feature solve?

I want to have different effects during the day and at the night

What does the proposed API look like?

There's a built-in event service, so, just add some options into it, like at 11pm enable effect 1 with priority N.

How should this be implemented in your opinion?

Same way as another event actions implemented.

Are you willing to work on this yourself?

I'm not sure that I'm capable ehough to do so
