In order to participate in the DIDComm interop a thon we need support for did:peer:4

We need:

a resolver in order to accept other DIDs.
We can either:
- integrate with the universal resolver
- build in the dedicated resolver (Support for did:peer:4 FabioPinheiro/scala-did#320)
a db to storage to keep the long/short form of the DIDs
a new way to setup the DID that support did:peer:4
