Build Steps and Publishers not getting inherited from intermediate Parent

Might be that I'm doing something wrong, but I don't see it.

This is my inheritance tree:

The build step and post build actions marked by the red circle in "Abstract Variant CI Build" intermediate parent are never triggered when I build the child project. The ones from the topmost "Abstract CI Build" are getting triggered.

This is the configuration of the intermediate parent's build step / post build action which is not being inherited:

Any ideas what's wrong here? Is this a bug or expected?
