Inheritable parameter reference doesn't seem to work if jobs created under folder #53

Steps to reproduce.

Create folder
Create Inheritable job under that folder and set an inheritable parameter
Create another Inheritable job under that same folder, choose parent and point to first job
Create inheritable parameter reference, choose drop down

Expect result:

inheritable parameter created in parent job shows up

Actual result:

nothing shows up to choose from
