Link to AWS server deployment instructions broken #867

Observed behavior (please include a screenshot if possible)

On the server settings page, the AWS Deployment Server instructions link is broken.

Expected behavior

Link should refer to existing instructions or the section should be removed.

Version of datatools-ui and datatools-server if applicable (exact commit hash or branch name)

latest.

I was not able to find a current instructions page and OTPSetup is outdated.
