Apparently the proxy is never used; the original code path that uses proxy is obsolete.

Sorry, I may not be able to solve this problem. Because these proxies or mirror servers are provided by third parties, I have no control over them if they go wrong.
However, you can also enter your own proxy or mirror server, OCAT supports custom proxy or mirror server.
