Create util functions for generating email mjml and html

  • the mjml generator can be used in the email test files, to verify content with the https://mjml.io/try-it-live site
  • the html generator can be used for the email service calls to create the html needed for sending emails
  • each email type can have its own composeContent function to pass content to the mjml generator

Strictly nice-to-have and for maintainability; icebox this until maybe DACO becomes Overture component
