Motivation

The current C++ training slides are out of date. It doesn't include some modern C++ knowledge which is widely used in MOOSE framework development. Need to further discussions on the scope of C++ knowledge and update current training slides.

Design

Need add more about smart pointer management, functor, etc. Consider adding self-evaluation test in the website for users to get a rough idea of C++ knowledge needed for MOOSE development
