React and deck.gl are currently utilizing outdated versions and require upgrading to the latest releases.

Current Version
"react": "^17.0.2", "@deck.gl/core": "^8.4.17"

This task also involves refactoring the root file of React, index.tsx, to align with the latest release of React, version 18.
