Split test_snapshot.test_load to a separate job #139

Current output from the "pytest" CI workflow includes this:

246.42s call     message_ix_models/tests/model/test_snapshot.py::test_load[0]
13.88s call     message_ix_models/tests/test_workflow.py::test_make_click_command
11.73s call     message_ix_models/tests/tools/test_advance.py::test_get_advance_data

At 4 minutes, this is more than half of the total job run time. To speed up CI, split this to a separate job.
