In some cases tests need to be grouped, this is to enable group of tests to be ordered once. e.g ANC Profile can contain HB, Random Blood Group, VDRL.

Requirements
Panel table, similar to test_types. (id, name, discription, timestamps)
Panel_id in test_types table
CRUD for panels, (model, controllers, frontend)
