Support arm as a binary target

This package is not arm compatible for linux meaning that if we want to install on something like Linux on Gravitron we are unable to. It looks like https://github.com/imagemin/pngquant-bin/blob/v6.0.0/lib/index.js#L8 needs to be updated to cite arm. I'm not sure if it needs to have a different compiled binary or not.
