ColumnChart: Issues in column chart when negative values

While data is in negative percentage for column chart, the chart is inconsistent.

Two issues are found.
1. Cannot see 0% line
2. 100% in the x-axis cannot be seen clearly,

Just found another issue in column chart when negative values present.

To reproduce both the mentioned issues follow the below steps

1. select the no line option in popup-menu then we will see that there is no 0% line and 100% is not seen clearly
2. select the double line option in popup-menu then we will see that 1% and 2% lines are repeated two times
