Both queries return results: https://inspirehep.net/search?cc=Institutions&p=690C_a%3A%22CORE%22, https://inspirehep.net/search?cc=Institutions&p=980__a%3A%22CORE%22, but their results do not coincide.

Looks like 980:CORE is the more complete set, there are 6 records having 690C:CORE but no 980:CORE and 100 records in the opposite situation.

Adding even more to the metadata cleanup: also look at 690C:NONCORE and 980:NONCORE, similar considerations as the OP can be applied. 💃
