Institutions: is CORE in 690C or in 980?

Looks like 980:CORE is the more complete set, there are 6 records having 690C:CORE but no 980:CORE and 100 records in the opposite situation.

980 is probably better, but in these 100 are still several that should be considered as noncore. Adding even more to the metadata cleanup: also look at 690C:NONCORE and 980:NONCORE, similar considerations as the OP can be applied. 💃
