IA Action and Skill get stuck in a loop due to lack of proper context for the no intent.

Example:

IA: The Internet Archive Action can not help with that. Want to listen to 78s, live concerts, or Christmas music?
User: no
IA: Could you please be more specific? Want to listen to 78s, live concerts, or Christmas music?
