Add search function to Search User Profile page

There is not currently a way to conduct a search despite the page being called "Search Users"

@ashaban if the latest user page definition is loaded correctly. There should be a search option for user. cc: @cloehr651

Note: I noticed that the search tends not to work when using fhir v5.2.0 but is fine in 5.3.0 and above. it seems like the name :contains query had not been implemented by 5.2.0
