Add descriptions of permissions associated with different roles

There needs to be a place where we describe the permissions associated with the different roles. I could see this either popping up when a role is selected for a user (just a sentence or two about what the selected role will permit the user to do) or on a separate page there could be a list of all of the roles and the corresponding permissions.
