Many projects have dependencies on OCI containers when building their own containers. The version numbers of the dependencies are stored in a way that nothing out there seems to know how to update. What would be ideal is if something like Dependabot could submit PRs that update OCI dependencies to their latest versions.

How can this be achieved?
