Real Chrome on iOS/Mac (Rule 2.5.6 of Apple AppStore Guidelines unfair?)

Apple AppStore Review Guidelines are unfair.

2.5.6 Apps that browse the web must use the appropriate WebKit framework and WebKit Javascript.

This reminds me of MS-Windows integrating IE into its operating system. Some official commission once forced Microsoft to allow different browsers.

What do you think: Is above rule of Apple fair?

Would it help you and/or capacitor if you are allowed to run a real chrome on apple devices?

I asked the EU commission about this, and got a positive reply:

You are concerned that point 2.5.6 of the App Store Review Guidelines does not enable you to adopt in the App Store Chrome-based web technologies solutions.

As you know, the Commission has launched three investigations into certain business practices of Apple affecting third party app developers. The Commission will investigate Apple’s rules that apply to all apps which compete with Apple´s own apps and services in the European Economic Area, focussing in particular on music streaming and eBooks-audiobooks distribution through the App Store (see press release at: https://ec.europa.eu/commission/presscorner/detail/en/ip_20_1073). The investigations aim to ascertain whether the application of Apple´s rules regarding the distribution of apps via the App Store infringe EU competition rules. Whether or not there is a violation of EU antitrust rules will be determined after a careful assessment of a range of factual, legal and economic elements in the course of the ongoing investigations.

While these investigations do not specifically focus on the issue you are concerned with, at this stage we are interested in hearing feedback from app developers in order to gather further information, including on possible difficulties that app developers experience with the App Store Review Guidelines. We therefore appreciate that you have chosen to inform us of this issue and we have taken good note of your concerns.

I don't want to waste time and re-invent things to get it working with WebKit. This just does not make sense. It works with chromium. This rule makes no sense is unfair. This is especially a draw-back for small companies.
