Show HR tests user has paid for on the list

Currently when you click the Submit Head Referee Payment button in the modal you either see the list of HR tests you haven't paid for yet or if you paid for all tests you'll see All certifications paid for. This can cause confusion. We should add those tests user has paid for, just grayed out with a green tick icon, and the button disabled.
