Add generic push notification support via the amazing znc-push

There is a wonderful (albeit underdocumented) znc plugin that provides support for basically every push notification service known to mankind: https://github.com/jreese/znc-push.

Please please pretty please add it to IRCRelay so that I can stop wistfully remembering the days of running my own ZNC. :)

Heh, yes, there is love for this – and it's coming in November.

I can't comment on exactly how we're going to run push (with a module here or not) but we will support push in some way.

November is now! At least, half of November is. I'm impatient, I know, but I'm super excited about the possibility of this working again. :D
