Updating READ.ME

We've updated the base functionality a teeny bit so we will want to update the READ.ME as well.

Things to consider:

• Updated serve command
• Prettier command (Adding in base for prettier linting #3)
• Testing (Beginning test infrastructure additions #2)
• A11y (A11y #5)

We don't need a novella, but a bit of documentation in the actual cookie-cutter repo README should help future devs know what they have at their fingertips.

Footnote: At some point we should update the actual mo-react READ-ME, but I'm less concerned about that for the moment due to the fact we are dogfooding this.

I can take care of this once we are at least relatively happy with #3, #4, #5 (or choose to not bring them in)
