I have a Thunderbolt 3, NVME storage enclosure (Orico) that I used to use with Clover that does not recognize with OpenCore. Both require booting with the device attached, but when I boot up using OpenCore, the disk/enclosure is never recognized. Bios is set to BIOS enumerated. I wish I had another Thunderbolt 3 device to verify, but that's the only thunderbolt device I have. The USB-C port works fine with other devices and storage devices. The other storage devices must be connected at boot to work (even with a USB-A port), but they work. Other USB-C devices seem hot-pluggable.

sorry, I don't have any thunderbolt device so I can't really help you with this. are you saying that even a normal USB stick needs to be connected prior to boot?
thumb drives and usb sticks work fine. It's my external hard drive adapter (non-thunderbolt) that has an m2 ssd in it that needs to be booted with it attached to get recognized.
