LocaleSwitcher does not work with V7.1.1 #2

On v.7.1.1, Modeler has Chinese as a default language. Browser is set to Japanese, but still Chinese is shown; no redirect to a language specific page or language-asking dialogue page.
In exported Java, I don't think that preset languages like Japanese, en-ca, etc. are not appropreate. It should be deleted because it is not a sample. Japanese translation is a bit wrong, actually.
